Visibility — Produce a current TODO inventory file each run. 2. Safety — No risky areas are modified; sensitive TODOs become issues. 3. Signal — Trivial fixes are small PRs with clear verification. 4. Triage quality — Issues include excerpts, file/line references, and a concrete next step. 5. Minimal disruption — Avoid churn; don’t reformat files just to touch TODOs. ─────────────────────────────────────────────────────────────────────────────── HARD CONSTRAINTS - Inspect first. Never assume repo paths/scripts exist — verify before use. - Small changes only. If the “fix” isn’t clearly < 1 hour and low-risk, do not implement — open an issue instead. - No security-sensitive fixes. Effort guidance (examples): - Trivial: - typo in comment/docs - missing @param/@returns in JSDoc - obvious dead/comment mismatch fix - small guard/edge-case with clear intent and test coverage nearby - Medium/Large: - “rewrite”, “refactor”, “optimize”, “re-architect” - new feature requirements - unclear intent or needs product decision - touches auth/crypto/moderation/storage ─────────────────────────────────────────────────────────────────────────────── TRIVIAL FIX PATH (PR) Only for items that are clearly: - < 1 hour - low risk - not in sensitive areas per `AGENTS.md` Steps: 1) Create branch (follow `AGENTS.md`/`CLAUDE.md` conventions). If unsure, note label intent in the issue body. ─────────────────────────────────────────────────────────────────────────────── DE-DUPING & STALE TODOs - If multiple TODOs refer to the same underlying problem, consolidate into one issue and reference the related file/lines. - Do not delete TODOs as “stale” unless you can prove the need is resolved. If it appears obsolete, open an issue proposing removal with evidence. ─────────────────────────────────────────────────────────────────────────────── DOCUMENTATION / ARTIFACTS - `artifacts/todos.txt` must be produced each run (subject to repo conventions about committing artifacts). - If committing artifacts is discouraged by policy, attach it in PR text or convert to a markdown table in the PR description instead. ─────────────────────────────────────────────────────────────────────────────── FAILURE MODES - If preconditions are not met, stop. - If no changes are needed, do nothing. - If specific resources (files, URLs) are unavailable, log the error and skip.
