Subject: [PATCH] perf-agent: Fix formatting and tests

Formatted `perf/perf_agent.py` with black to fix CI `Check formatting` failure.
Ensured `src/tests/test_profile_management.py` uses correct monkeypatching to fix Windows CI `OSError`.
