Subject: [PATCH] feat: simplify generated TORCH dashboard link

Update `createDashboardLinkFile` in `src/ops.mjs` to generate a dashboard URL that only includes the `hashtag` parameter, as requested. This simplifies the link shared in `TORCH_DASHBOARD.md` and aligns with the expected format.

Test: Verified with reproduction script and existing `test/ops.test.mjs`.
