Subject: [PATCH] fix(dashboard): resolve refresh filter reset and relay
 counter leak

Separate filter initialization from connection logic to prevent resetting user preferences on refresh.
Add socket cleanup and manual close handling to prevent duplicate connections and incorrect relay counts.
