Subject: [PATCH] task(scheduler): execute daily governance-agent run

- Acquire lock for governance-agent
- Execute memory retrieval workflow
- Run scripts/governance/process-proposals.mjs (no proposals found)
- Generate required run artifacts (context, todo, decisions, test logs)
- Execute memory storage workflow
- Verify artifacts and lint
- Publish completion and write final task log
