Subject: [PATCH] feat: execute content-audit-agent scheduler cycle

- Run content-audit-agent via scheduler flow
- Generate required artifacts in src/context, src/todo, src/decisions, src/test_logs
- Create and ingest memory update for content-audit-agent
- Validate docs alignment (TORCH.md, README.md, AGENTS.md)
- Publish completion lock and write final task log
