Subject: [PATCH] chore: remove dead dev 'Agent Dashboard' view (embedded
 external TORCH)

Drops views/dev/agent-dashboard.html (iframed the external TORCH dashboard,
now defunct), its sidebar nav link, and the unused DEV_DASHBOARD view constant.
No dangling references; build green.
