- NIP specs downloaded to `artifacts/nips/`.
- NIP-09, NIP-21, NIP-42 status updated in `NIP_INVENTORY.md` based on code analysis.
- `nip-report-2026-02-21.md` created/updated.
- `npm run lint` passes.
