[test] Skip test_ai_tui_agent_harness on Windows

- Added `pytest.importorskip("pty")` and `pytest.importorskip("termios")` to `src/tests/test_ai_tui_agent_harness.py`.
- This prevents `ModuleNotFoundError` on Windows environments where these Unix-specific modules are not available, resolving the GitHub CI Check Suite Failure.
