Run test-audit-agent: execute test integrity audit and fix lock file

- Implements python-based audit scripts for flakiness and static analysis.
- Generates flakiness matrix and suspicious test reports.
- Follows scheduler protocol for locking and logging.
- Updates requirements.lock to match CI expectations for pycryptodome metadata.
