chore: bootstrap daily agent scheduler and execute ci-health-agent
...
Bootstrapped the TORCH agent environment by creating necessary configuration files (`torch/src/prompts/roster.json`, `torch/torch-config.json`, `torch/package.json`, `torch/src/prompts/daily/ci-health-agent.md`).
Executed the daily scheduler flow:
- Selected `ci-health-agent`.
- Acquired lock.
- Executed repository checks (`flake8`, `pytest`).
- Checks failed (style violations and config issue).
- Wrote failure log `torch/task-logs/daily/..._failed.md`.
- Did not complete lock.

Rename TODO file to be Windows compatible
...
- Rename `torch/src/todo/TODO_2026-02-16T11:47:38Z.md` to `torch/src/todo/TODO_2026-02-16T11-47-38Z.md`
- Removes colons from the filename to fix "invalid path" errors on Windows CI runners

Fix formatting, linting, and logic errors from codebase scan
...
- Apply black formatting to 17 files.
- Fix F821 undefined name errors in:
- src/main.py: Add missing `queue` import.
- src/seedpass/core/encryption.py: Fix `JSONDecodeError` reference.
- src/utils/__init__.py: Fix exception variable scope in fallback code.
- src/utils/key_derivation.py: Add `TYPE_CHECKING` imports.
- src/seedpass/core/config_manager.py: Add `TYPE_CHECKING` imports.
- Initialize torch environment and TODO file.

Fix XSS vulnerability in docs search highlighting

- Implement `escapeHtml` function in `docs/assets/theme.js`
- Update `highlight` function to safely escape content before wrapping matches in `<mark>` tags
- Update `torch/src/todo/TODO_2026-02-16T11:47:38Z.md` to mark task as completed
