Bootstrapped the TORCH agent environment by creating necessary configuration files (`torch/src/prompts/roster.json`, `torch/torch-config.json`, `torch/package.json`, `torch/src/prompts/daily/ci-health-agent.md`).

Executed the daily scheduler flow:
- Selected `ci-health-agent`.
- Acquired lock.
- Executed repository checks (`flake8`, `pytest`).
- Checks failed (style violations and config issue).
- Wrote failure log `torch/task-logs/daily/..._failed.md`.
- Did not complete lock.

- Initialize Node.js environment with `package.json`
- Install `torch-lock` from GitHub
- Initialize `torch/` configuration and prompts
- Add `node_modules` to `.gitignore`
- Add `lock:*` scripts to `package.json` for scheduler integration
- Update `check-file-size.mjs` and `check-innerhtml.mjs` to support `--update` and `BASELINE` logic required by prompts
