Executed the weekly scheduler cycle for `telemetry-agent` (2026-02-15).
- Verified lock acquisition and memory retrieval.
- Executed agent logic: generated empty telemetry artifacts (`artifacts/error-aggregates-20260215.json`, `ai/reports/telemetry-20260215.md`) due to no opt-in sources.
- Verified memory storage.
- Published completion event and created task log.
