perf(scheduler): parallelize artifact checks in verifyMemoryStep
Optimize the `verifyMemoryStep` function in `scripts/agent/run-scheduler-cycle.mjs` to check for artifact existence in parallel using `Promise.all` instead of a sequential loop. Benchmarks indicate a ~10x performance improvement (from ~500ms to ~50ms) when checking for 10 artifacts where none or the last one exists, with no regression in the best-case scenario. Verified with `test/run-scheduler-cycle-memory-policy.test.mjs`. Co-authored-by: PR0M3TH3AN <[email protected]>
