test: add unit tests for cmdProposal

Refactor `src/cmd-proposal.mjs` to use dependency injection for testability.
Add `test/cmd-proposal.test.mjs` to verify all subcommands (`create`, `list`, `apply`, `reject`, `show`) and error handling.
Fix indentation in `src/cmd-proposal.mjs`.
