chore(scheduler): Execute daily style-agent and fix lock-utils export

- Fix missing `mergeRelayList` export in `src/lock-utils.mjs`.
- Execute `style-agent` workflow.
- Update `KNOWN_ISSUES.md` with missing `format` script issue.
- Add incident report `docs/agent-handoffs/incidents/2026-02-21-missing-format-script.md`.
- Add run artifacts (Context, Todo, Decisions, Test Logs, Task Log).
- Add memory update.
