feat(scheduler): execute daily todo-triage-agent run

Browse Source 
- Install dependencies via `npm ci`
- Run preflight lock check
- Select `todo-triage-agent` (skipping locked agents)
- Execute `todo-triage-agent` prompt:
  - Scan codebase for TODOs (none found)
  - Generate required artifacts in `src/context`, `src/todo`, `src/decisions`, `src/test_logs`
- Verify run artifacts
- Publish lock completion
- Create final task log
