google-labs-jules[bot]andPR0M3TH3AN 481d77f33c Refactor lock publisher to use shared error classifier and utils 
- Extracted `LockPublisher` and `publishLock` to `src/lock-publisher.mjs` (already existed, but cleaned up).
- Refactored `src/lock-publisher.mjs` to import error constants and classification logic from `src/lock-error-classifier.mjs` instead of duplicating them.
- Refactored `src/lock-publisher.mjs` and `src/lock-utils.mjs` to use `mergeRelayList` from `src/utils.mjs`.
- Consolidated and moved publisher tests from `test/lock-ops.test.mjs` and `test/lock-ops-publish-retry.test.mjs` to `test/lock-publisher.test.mjs`.
- Cleaned up `src/lock-utils.mjs` to remove duplicate `mergeRelayList`.
- Verified changes with tests.

Consolidated the duplicate `relayListLabel` function from `src/lock-ops.mjs` and `src/lock-publisher.mjs` into `src/utils.mjs`.

- Moved `relayListLabel` to `src/utils.mjs`.
- Updated `src/lock-ops.mjs` and `src/lock-publisher.mjs` to import it.
- Updated `src/lock-utils.mjs` to re-export it from `src/utils.mjs` to maintain backward compatibility.
- Added unit tests in `test/utils.test.mjs`.
- Verified all tests pass.

- Extracted `PUBLISH_ERROR_CODES`, `PUBLISH_FAILURE_CATEGORIES`, and `classifyPublishError` to `src/lock-error-classifier.mjs`.
- Moved `secureRandom` to `src/lock-utils.mjs`.
- Updated `src/lock-publisher.mjs` and `src/lock-ops.mjs` to import shared utilities from `src/lock-utils.mjs`.
- Reduced `src/lock-publisher.mjs` size significantly (approx. 100 lines) and verified `src/lock-ops.mjs` remains small.
- Verified that tests pass and file sizes are reduced.

Moved the duplicate `withTimeout` function from `src/lock-ops.mjs`, `src/lock-publisher.mjs`, `src/lock-utils.mjs`, and `src/relay-health.mjs` to a single definition in `src/utils.mjs`.

Updated all references to import from `src/utils.mjs`. `src/lock-utils.mjs` re-exports `withTimeout` for backward compatibility.

Added unit tests for `withTimeout` in `test/utils.test.mjs`.

Claude 639ad6877d chore: code quality, CI/CD, and DX improvements 
Phase 3 — Code Quality:
- Deduplicate nowUnix() in lock-ops.mjs (import from utils.mjs)
- Promote ESLint no-unused-vars to error, fix all 46 violations
- Remove dead code: unused imports, variables, and catch bindings
- Add /* global marked */ for CDN-loaded library in dashboard

Phase 4 — CI/CD:
- Add Node.js version matrix (22, 23) to CI workflow
- Add npm audit security scan step to CI
- Add innerHTML usage check to CI pipeline
- Enable Dependabot for npm and GitHub Actions dependencies
- Create PR template

Phase 5 — Developer Experience:
- Create .env.example documenting all environment variables
- Expand CONTRIBUTING.md with commit conventions, agent/prompt
  creation guide, architecture overview, and test integrity
- Add system architecture diagram with Mermaid (docs/architecture/)
