Prevent sensitive environment variables from leaking into child processes spawned by the scheduler. Introduce `getSafeEnv` whitelist and default `runCommand` to use it. Explicitly allow system, node, CI, and application-specific (NOSTR_, TORCH_, SCHEDULER_, AGENT_) variables. Removed `inheritProcessEnv: true` from user commands to enforce this security policy. Added `Path` support for Windows.
