Executed the weekly race-condition-agent task.
- Fixed WebSocket resource leak in `src/relay-health.mjs` by explicitly closing sockets on timeout.
- Fixed unhandled promise rejection in `src/lock-publisher.mjs` by attaching catch handlers to publish promises.
- Generated `reports/race-condition/weekly-race-condition-report-2026-02-21.md`.
- Updated `task-logs/weekly/` with completion log.
