Refactor: Remove unused imports in relayManager.js

Browse Source 
- Removed unused `NOTE_TYPES` from `nostrEventSchemas.js` import.
- Removed unused `CACHE_POLICIES` and `STORAGE_TIERS` imports from `nostr/cachePolicies.js`.
- Verified with targeted tests and lint checks.
