Measure resources, settlement, slot release, cache and stale callbacks before any fix. Start media before broader HEAD/HLS/torrent policy. Existing queued/orphan-mirror fixes are complete; active abort is not. Existing tests protect the previous queued-only contract; expectation changes require explicit routing and Test Integrity Note after evidence.
