- Add "Dev Tools" button to the sidebar footer menu.
- Configure `js/constants.js` with `DEV_DASHBOARD` view type.
- Refactor `views/dev/agent-dashboard.html` to be compatible with `loadView` (moved styles to body, updated links).
- Add cleanup logic to dashboard script to prevent memory leaks when navigating away.
- Fix duplicate import in `js/nostr/reactionEvents.js`.

Weekly perf deep dive:
- Replaced unbounded `Promise.all` in `js/nostr/reactionEvents.js` with `pMap` limited to `RELAY_BACKGROUND_CONCURRENCY` (3).
- Added `benchmarks/reaction_loading_bench.mjs` harness to verify concurrency limits.
- Added weekly perf report in `docs/perf-reports/weekly-perf-report-2026-02-13.md`.
- Added completion log.

- Added `js/utils/lruCache.js` with hit/miss tracking.
- Updated `js/nostr/cachePolicies.js` to set 5-minute TTL for comments/reactions.
- Integrated caching and incremental fetching in `js/nostr/commentEvents.js`.
- Implemented `listVideoReactions` in `js/nostr/reactionEvents.js` with caching logic.
