Fixed flaky test in tests/hashtag-preferences.test.mjs caused by mock timing issue where load() triggered concurrent fetches, breaking the assumption of sequential calls. Updated assertions to robustly handle multi-kind fetching.

Implements a standalone smoke test script that orchestrates a local relay, app server, and Playwright browser to verify login, video publishing, and DM decryption flows. This satisfies the `smoke-agent` weekly task.
