Refactors duplicated `10000` ms numeric literals to use the canonical `STANDARD_TIMEOUT_MS` constant. Affects: - `js/testHarness.js` - `js/nostr/relayBatchFetcher.js` - `js/nostr/client.js` Verification: - `npm run lint` passed. - `npm run test:unit` passed.
