Record that beta needs the universal lockfile too

Installer Smoke fails on windows-latest with the identical `--require-hashes`
error fixed on this branch today. It is not caused by this branch and cannot
be fixed from it: scripts/install.ps1 checks out `beta` and installs THAT
branch's requirements.lock, which is still a pip-compile file and so has no
pywin32 entry for Windows.

Anyone following the documented Windows install path hits it. Porting the
`uv pip compile --universal` change to beta is the fix, and it is now written
down next to the other CI items rather than left as a red check nobody has
attributed.

12. **`beta` needs the same universal lockfile this branch got.** Installer
Smoke has been failing on `windows-latest` with the identical
`--require-hashes ... must have their versions pinned with ==` error that
was fixed here on 2026-08-20 — because `scripts/install.ps1` checks out
`beta` and installs THAT branch's `requirements.lock`, which is still a
pip-compile file and therefore has no `pywin32` for Windows. Not caused
by this branch and not fixable from it: port the
`uv pip compile --universal` change to `beta`, or the Windows installer
stays broken for anyone following the documented install path.
13. **Slim ts-parity.yml.** Its `parity` job now duplicates ts-platform's
Ubuntu work (typecheck, tests, build, smoke, pack). Left alone
deliberately so a new workflow and a restructure did not land together;
safe to do now that ts-platform is green on all three.
