chore(scheduler): Execute daily ci-health-agent run

- Locked and executed `ci-health-agent` (daily cadence).
- Installed missing dependencies and ran full test suite 4 times.
- Verified test stability (0 flaky tests detected; 11 skipped consistently).
- Documented findings in `artifacts/ci-flakes-2026-02-27.md`.
- Stored memory updates and published completion lock.
- Created task log `torch/task-logs/daily/2026-02-27T20-11-20Z__ci-health-agent__completed.md`.
