fix: copy missing scheduler modules to isolated test fixtures

The `run-scheduler-cycle.mjs` script was decomposed into multiple files (`scheduler-config.mjs`, `scheduler-logger.mjs`, and `scheduler-state.mjs`). Tests that spawn this script inside a temporary directory must copy these dependencies.

This commits updates `test/run-scheduler-cycle-memory-policy.test.mjs` to include the missing copies, resolving the `ERR_MODULE_NOT_FOUND` failure blocking CI.
