fix(ci): copy missing scheduler dependencies to test fixture

- Updates `test/run-scheduler-cycle-memory-policy.test.mjs` to copy `scheduler-config.mjs`, `scheduler-logger.mjs`, and `scheduler-state.mjs` to the temporary test environment.
- Resolves `ERR_MODULE_NOT_FOUND` errors during CI test execution for scheduler cycle tests.
- Ensures the test fixture correctly mirrors the scheduler's module structure.
