fix(ci): Copy missing scheduler modules to test fixtures

Browse Source 
- Updates `test/run-scheduler-cycle-memory-policy.test.mjs` to copy `scheduler-config.mjs`, `scheduler-logger.mjs`, and `scheduler-state.mjs` into test environments.
- Resolves `ERR_MODULE_NOT_FOUND` failures in CI.
