"description": "Explicit owner57e4712e requests one bounded Project Kernel-owned reservation contract/schema phase after TASK-bounded-routine-coordination safely lands/closes. Native Kernel24a4625a declined Runtime edits to src/control-plane/** and requires separately assigned owned implementation. This is a dependency of SAME TASK-pilot-starting-presence, whose Runtime owner retains lifecycle/schedule integration and Release exact CLI consent; it is not a second Runtime assignment or ownership transfer. Implement only the reviewed durable per-project identity reservation API/storage contract required by that slice; agree exact interface with Runtime and strict paths/tests with QA. Unknown interruption must prevent duplicate starts; no elapsed-time offline inference, wake activation, provider launch, installation or broader owner-grant/approval schema changes. Current Kernel task continuity outranks this proposal. Preserve all history/state/unique commits and exact-commit QA/integration gates.",

# Current pilot remaining-work handoff
## Dependency routing at 07:58 UTC
QA `61de48f4` is **approved revision2**: read-only immutable-integrity preparation
may use durable TORCH evidence/attachments only. No source/tests/notes, repository
report/record path, implementation assignment or migration is authorized. This
resolves the named consent wait while retaining incomplete Kernel dependency and
Work Integration's unassigned state; scope response remains a peer handoff.
Owner `57e4712e` records actual Kernel24a4625a refusal of Runtime cross-owned
control-plane edits. Ownership lookup confirms `src/control-plane/**` Kernel.
The explicitly requested bounded dependency is now existing-backlog proposal
**TASK-125dd886-6859-4e3c-a0c7-abbfde9eac24**, unassigned revision1, dependent on
Kernel's current policy item completion. It provides the Kernel-owned atomic
identity reservation API/storage contract for **the SAME Runtime starting-
presence task**. It is not a new Runtime assignment, ownership transfer or
competing queue. Kernel/Runtime must agree the exact contract and obtain QA path
consent before implementation; only after current Kernel task safely lands/closes
may Manager reread brief/next and assign it. Runtime retains its existing item
and can design owned lifecycle/schedule integration and send exact CLI diff to
Release while waiting. Messages `e26c4483`/`3591e8ba` route the boundary directly.
The dependency is Fleet-owned, not a human decision; no wake/install/provider
start or timeout-only reservation release is authorized.
Owner's independent Kernel evidence (clean two-parent07a2bc, 13/13 combined
regressions, all117 historical Markdown sections preserved, integrity SHA256
`239fb5539e9f7cfc8562ac5351c61e7e1d345f00737a557ce9fa1b6d702e941a`) is retained as
message57e4712e evidence, separate from the still-required actual independent QA
verdict and native exact request. Evolution reassessed after this intake: seven
advisory recurring boundary sets, no Fleet proposal; six specialists retained.
