Fix test dependencies in run-scheduler-cycle-memory-policy.test.mjs

The test suite `test/run-scheduler-cycle-memory-policy.test.mjs` was failing because the recently refactored dependencies `scheduler-config.mjs`, `scheduler-logger.mjs`, and `scheduler-state.mjs` were not being copied into the temporary fixture directory setup by the tests. This commit adds `fs.copyFile` commands for these missing dependencies so that `run-scheduler-cycle.mjs` can successfully import them when the tests run.
