Fix webtorrent-regression.test.mjs failures

- Added import of `setup-localstorage.mjs` to polyfill `self` required by `webtorrent.min.js`.
- Updated `MockTorrent` to simulate webseed `wire` events, ensuring `probePeers` logic (which listens for wires) functions correctly in tests.
