fix(moderation): harden trusted mute fetch against network failures

- Implemented retry logic (3 attempts) for fetching trusted mute lists.
- Prevented clearing of existing mute lists if the fetch fails (fail-safe).
- Added `trusted-mutes` event listener to trigger immediate UI updates.
