Fix flaky modal E2E tests by using explicit state waits

Improved the reliability of `tests/e2e/ui-modals.spec.ts` by replacing fragile `toBeVisible` checks and custom `waitForFunction` blocks with centralized `waitForModalToOpen` and `waitForModalToClose` helpers in `tests/e2e/helpers/uiTestUtils.ts`. These helpers deterministically wait for `hidden` attributes or `data-open` states, bypassing animation-related timing issues. Also ensured `forceOpenModal` correctly cleans up the `hidden` attribute.
