chore(ai): safe dependency upgrades and test fixes

- Upgrade playwright to 1.58.1 and autoprefixer to 10.4.24
- Fix permission caching in client.js
- Improve test robustness for hashtag preferences
- Add dependency scan artifacts
- Document deferred upgrades
