Fix profile-modal-controller test mock

- Update `tests/profile-modal-controller.test.mjs` to include a mock for `hashtagPreferences.load`.
- Fixes `TypeError: this.hashtagPreferencesService.load is not a function` in unit tests.
- Ensures all tests pass locally.
