perf: fix unbounded relay concurrency and lint failures

- Fixed unbounded concurrency in js/relayManager.js during relay list hydration by using pMap with RELAY_BACKGROUND_CONCURRENCY (3).
- Modified scripts/check-hex.js to robustly filter out js/webtorrent.min.js and perf/hits-*.json from matches to fix CI lint failure.
- Created perf/search.mjs helper and daily perf report.
