Fix CI failures: Visual test timeout, unit test ReferenceError, and Netlify routing

- Increased timeout and added `scrollIntoViewIfNeeded` for `tests/visual/overlay-layers.spec.ts` to address CI timeouts and flakiness.
- Fixed `ReferenceError: plainCall is not defined` in `tests/nostr-login-permissions.test.mjs` by adding the missing variable to the destructuring assignment.
- Updated `_redirects` file with `/* /index.html 200` to support SPA routing on Netlify while serving assets correctly.
