fix(ci): Fix unit tests for permissions and document telemetry aggregation

- Fix `tests/nostr-login-permissions.test.mjs`: Refresh `extensionPermissionCache` reference after login to ensure assertions check the current state.
- Fix `tests/hashtag-preferences.test.mjs`: Update `window.nostr` mock to accurately simulate permission state for `runNip07WithRetry`, resolving assertion failures.
- Document `telemetry:aggregate` script in `AGENTS.md` as previously planned.
- Verify `scripts/agent/telemetry-aggregator.mjs` is tracked and functional.
