Refactor ScrollSpy to use IntersectionObserver for better performance

Replaced the scroll event listener and `getBoundingClientRect` polling loop with `IntersectionObserver` to eliminate layout thrashing and reduce main thread work during scrolling.
Verified logic with unit tests and confirmed no regressions in frontend behavior.
