fix(ci): remove npx from package.json scripts

Removed `npx` prefix from `build:css` and `start` scripts in `package.json`. This resolves CI build failures where `npx` could not determine the executable or failed to locate the locally installed binary. Direct invocation of `tailwindcss` works correctly as npm adds `node_modules/.bin` to the PATH.
