google-labs-jules[bot]andPR0M3TH3AN 13023b1af0 fix(userBlocks): increase decryption timeout and priority ...

Increases the background decryption timeout for User Block Lists from 5s to 30s and raises the NIP-07 request priority from LOW to NORMAL. This resolves issues where slower extensions or busy queues caused decryption to time out, leading to stale block lists and feed updates.

- Bump `DECRYPT_TIMEOUT_MS` and `BACKGROUND_DECRYPT_TIMEOUT_MS` to 30000ms.
- Use `NIP07_PRIORITY.NORMAL` instead of `LOW` for decryption requests.
