- Add `load: async () => {}` stub to `baseHashtagPreferences` in `tests/profile-modal-controller.test.mjs` to prevent `TypeError` during `handleAddHashtagPreference` test.
- Fixes CI failure in `tests/profile-modal-controller.test.mjs` where `this.hashtagPreferencesService.load` was undefined.
- Verified with `npm run test:unit:shard3`.
