The documentation system relied on external CDNs for `marked` and `highlight.js`. This caused content loading failures ("Error loading content") when CDNs were blocked or unreachable.
This change:
- Adds `marked` and `highlight.js` to `package.json` dependencies.
- Vendors `marked.min.js` (from UMD build) and `highlight.min.js` (downloaded) into `vendor/`.
- Updates `index.html` to load these libraries from local `vendor/` path instead of CDN.
Verified with Playwright script ensuring docs content loads successfully.

- Updated `fetch` paths in legacy views (getting-started, upload-content, about, roadmap, community-guidelines, links) to point to the correct locations in `content/docs/`.

Override app.isAuthorBlocked in createModerationAppHarness when a
userBlocks mock is provided. This ensures that application logic
checking block status respects the mock state instead of querying
the uninitialized global singleton, fixing the failure in
handleModerationBlock tests.

Refactor `ModerationActionController` initialization in test harness to support dependency injection for `userBlocks`. This allows tests to use isolated mock instances instead of monkey-patching the global singleton, preventing race conditions when tests run in parallel or overlap.
Fixes intermittent failures in `tests/app/moderation-overrides.test.mjs` where `userBlocks` state leaked between tests.

- Updated `scripts/agent/telemetry-aggregator.mjs` to dynamically search for `test_unit*.log` and `test_output.log` files in both the root and `artifacts/` directories, instead of using a hardcoded list.
- Verified the aggregator script with a test log containing PII (email, IP, hex key) to ensure sensitive information is correctly redacted in the generated reports.
- Confirmed that the script operates only when `ENABLE_TELEMETRY=true` is set.
